Overview of the FVM Interim project

Prior to the accession to the European Community, our country received a so-called observational status, which meant the possibility of taking part on the community sessions as an observer, and to obtain all the electronic and written documents issued there. Later, in the period directly preceding the accession followed the active observer status, in the course of it our country created a certain negotiation standpoint, and forwarded it via the Ministry of Foreign Affairs to the concerned instruments. Then came the act of the accession in 2004.

During both stages of the observer status accumulated a considerable amount of electronic documents, arriving at the e-mail addresses of the concerned authorities and the part taking experts, and the document flow has not interrupted since. A system, able to sort thematically the incoming traffic, keeping and browsing the records, and keeping track of the entered obligations became necessary. Due to the demands above the Internim Filing System was created, and has gone through several changes since 2003.

The internim system operates in the Hungarian ministry of Agriculture, it's objective is to manage the data and documents arising from the decision making process of the European Community. The incoming e-mail messages get disintegrated to text and attachment, and positioned in a thematically pre-defined system. The text and attachment will be indexed to be searchable by that pattern. The users of the system have access and can browse the data determined by their field of work. The other segment of the system is the handling of the meetings. The system specifies the meeting as an abstract object. This object includes the invitation,the documentary supplement of the session, the schemes of the mandates, the mandates themselves, just like the report on the journey. A bygone meeting can be found whit in seconds, clearing up who was present, what could be heard, regarding what standpoint our country represented.

The system possesses a filing function, which produces the standard file cover and reference number according to the Archival Law. The system began to operate on a win32 basis, under DB2 database manager (built in Borland Delphi enviroment). The difficulties of the installation and the broadening circle of users required a web based operation surface, as it demands the possibly least operational resources. Simultaneously a demand arose to uphold the database. The customer accepted the proposed J2EE/Java Enterprise technology. The development is realized in several stages, in the first the user interfaces will be shaped, the second is the creating of the administrative area, than fitting it to the Eudok-system.
